IMMIGRATION AND CITIZENSHIP AUTHORITY BOSS APPEAR IN COURT

Acting Chief Migration Officer of Immigration and Citizenship Authority (ICA) Robert Bara Kennedy appeared at the Waigani Committal Court this morning on the charge of Official Corruption.

Kennedy, from Lupamanda Village in Wabag, Enga Province appeared before Magistrate Tracy Ganaii who read to him his charges before adjourning the matter to February 2, 2021 for mention.

Police allege that between January 1, 2020 and 22 December, 2020, Kennedy in his capacity as the Acting Chief Migration Officer hired vehicles from several hire car companies without using his assigned purchased vehicle as well as over 11 other support vehicles belonging to the Authority.

It was also alleged that the hire vehicle purchase was done through the Kundu Pei System and not through the government's newly approved Integrated Financial Management System.

The Kundu Pei system is for payment of wages for casual staff and allowances for the use of external officers like police personnel engaged with immigration.

Kennedy’s action raised concerns among the ICA’s senior staff as he had breached the standard financial procedure which forbids him from accessing public funds belonging to the Authority.

It was further alleged that Kennedy’s official vehicle is nowhere to be seen or located and was not registered in the Immigration vehicle fleet journal to date.

Kennedy is currently out on K3, 000 court bail with conditions.
